The Latina Diva was all over the places in Washington D.C., after singing at the Neighborhood Ball, the songstress made an appearance at the RIAA Inaugural Ball.
2 parties 1 dress, and why not!!! Changing dresses may take too long, and Shaki may as well just enjoy the night...Shakira looks good in the black strapless dress, I don't expect much from Shakira in the fashion department, but at least she looks decent.
